It seems that there is only a total number of building levels that you can have on the planet, but is there a max lv of each kind of building?

As long as the requirements are met, you can fill the remaining slots with a specific type of building as long as the slots and materials to build it are. The slots are your somewhat hard limit, though tech, officers and buildings in some cases can expand them to an extent.
