From the repair information:
Part of the destroyed fleet will be send to the closest object (besides asteroid, temple and planetary pirate station) with a shipyard (incubator, stargate) in a range upto 10 000 ckm for recovery. Fleet units need 72 hours if battle was at the object or at it high orbit; 144 hours if battle was in the object’s solar system, and 288 hours if battle was outside the solar system.
The basic percentage of the fleet repaired after destruction is 10%
You can increase the percentage of fleet repair after a battle with the help of technology and officers:
Alarm Systems, Tanatonavigation, Psion Beacon, Psionicist and Paranoid.
Units that were lost as a result of Carrier destruction cannot be recovered.
You need a planet or OPC with shipyard etc and within 10 systems of destroyed fleet.
They changed it a while ago from 100 to 10
To go from 100 to 10, Id like to call it a half measure, it should be removed altogether.

Ah you are right. My closest planet is just a bit out of the 10 systems radius. Thank you for explaining why.
