This is actual text.
Raiding development level shows how often the player flies. If the fleets fly more, it gets more experience, so each raiding level reduces fuel consumption by a bit less than 0.01% (it is multiplied by 0.999^[level]). Each 1000 points of Vespene spent gives you 1 Raiding point.
But
I do not see Raiding points after mission defence, recycling, transport, expedition.
So I would suggest to write:
