When priority is set, the priority resource is loaded first, but no more than 75% of the resources on the planet, and then all others.
Also, the resource export priority allows you to export artifacts by attack. A fleet must have a unit capable of transporting artefacts in order to transport artefacts. Metal priority takes out the ruby artifact, Mineral priority takes out the diamond artifact, Vespene priority takes out the emerald artifact.
