Depletion
There is a depletion problem, resulting in a loss of about 1% of the production per week. The depletion percentage is equal to the number of weeks since the current building level was constructed to the power of 0.9.
For example, 6 weeks have passed since the building was constructed and if the level is not changed during this time, the production will drop by 6^0.9 = 5%.
To reset depletion, one needs to dig deeper, building a new level of the construction. The destruction of a level and repeated construction also can reset the depletion.
