That pirate station is a quest thing. It will stick around for a few months (check your quests to see how many days left). It will keep firing on your planet until it leaves (but does very little damage) or you kill it or colonize it. To colonize it you will have to kill all the defenses and fleet that it came with. You can kill it with gravity guns.
